Medicare in Virginia: what's different

Medigap rules in Virginia

Virginia has a Medigap "birthday rule." Since July 1, 2025, each year starting on your birthday you have at least 60 days to switch to a Medigap plan with the same benefits from any insurer, for example Plan G to Plan G, with no health questions. Virginia also requires insurers to offer at least one Medigap plan to people under 65 who have Medicare because of a disability or ESRD, at no more than their age-65 rate.

Help paying for Medicare

If your income is limited, a Medicare Savings Program can pay your Part B premium and sometimes more. In Virginia, apply through the Virginia Department of Medical Assistance Services (Cover Virginia). For help with drug costs, you can also apply for Extra Help through Social Security.

Free counseling and license checks

VICAP (Virginia Insurance Counseling and Assistance Program) offers free, unbiased Medicare counseling at 1-800-552-3402. You can look up any agent's license, including ours, with the Virginia Bureau of Insurance.

What is Virginia’s Medigap birthday rule?

Since July 1, 2025, Virginians with a Medigap plan get at least 60 days each year, starting on their birthday, to switch to a plan with the same benefits from any insurer without answering health questions. It is a chance to shop for a lower premium every year. It does not let you move to a plan with more benefits, and it does not apply to Medicare Advantage.
